There are fundamental market changes occurring today.

Between 1980 and 2000, the number of labor laws and regulations grew by almost two thirds, says the federal Small Business Administration.  The SBA estimated owners of small or mid-sized business spent up to a quarter (25%) of their time on the ever increasing employment-related paperwork.  PEOs are attractive to the small to mid-sized employer because they assume much of this burdensome responsibility and help companies comply with all these regulations. 

As a one-stop solution, businesses are increasingly outsourcing to PEOs everything from administering the payroll and paying employment related taxes, to employment liability, risk management, recruiting, providing health benefits, and securing workers' compensation coverage.
